GILA RIVER INDIAN COMMUNITY is Hiring a Compliance Officer Near Sacaton, AZ

JOB
DISTINGUISHING FEATURES OF THE CLASS:
The Compliance Officer is responsible for monitoring employment practices of private and public sector employers on the Gila River Indian Community; investigates allegations of employment discrimination complaints, enforce Indian Preference, settle claims, refer and recruit Indians to gainful employment; and ensures compliance with Tribal preference priority, Indian Preference laws, and state and federal regulations as needed.
ESSENTIAL FUNCTIONS:
Assist in the organization and administration of Tribal Employment Rights Law and perform collateral functions and activities as delegated.
Monitor industrial, construction, agricultural, commercial and public sector employers to ensure compliance with preference priorities and local Indian Preference laws; analyze potential problem area and discriminatory barriers to employment, plan and determine action needed.
Monitor and maintain a system for investigating employment discriminatory complaints to ensure compliance with local Indian Preference laws and with federal and state EEO regulations when applicable; review claims, monitor employment practices and examine employment records (i.e., new hires, layoffs, terminations, promotions, and wages).
Explain liabilities and responsibilities and advises persons involved in corrective or compliance procedures; provide answers to the public concerning operational procedures regarding enforcement of Indian Preference laws, referral and recruitment, and investigation of employment discrimination complaints.
Conduct presentations and training to contractors, Community Departments, potential employees and the Community on TERO Laws and TERO activities.
Prepare reports of investigation for administrative or legal purposes; prepare statistical analysis on referrals, placements, terminations, on a monthly basis; refer exceptionally potential serious matters to supervisor.
Conduct preliminary interviews and/or pre-screening of prospective applicants’ skills and abilities before referral to placement opportunities.
Establish liaison with other departments and agencies; attend meetings and represent the Tribal Employment Rights Office when assigned.
Assist Supervisor/Director in providing the public with information concerning the Tribal Employment Rights Office, employment, training certifications, and contracting/sub-contracting opportunities.
Interacts with the public on a daily basis.
Perform other related duties as assigned.
REQUIRED KNOWLEDGE, SKILL AND ABILITY:
Knowledge of employment practices and procedures.
Knowledge of organizational and operational objectives of the program.
Knowledge of computer systems and basic knowledge of the trades.
Ability to conduct thorough investigations to determine facts clearly and to make logical and correct conclusions based upon the results of the investigation.
Ability to write clear accurate reports and to express ideas effectively orally and in writing.
Ability to follow instructions and observe the confidential nature of activities of the Tribal Employment Rights Office.
Ability to establish and maintain effective working relationships with other employees, Community Officials and the public.
Ability to perform all physical requirements of the position; agree to maintain a Drug-free workplace.
REQUIRED EXPERIENCE AND TRAINING:
Associates degree from an accredited college or university in Public Administration, Business Administration, Human Resources or closely related field and a minimum of two (2) years of experience in employment compliance and monitoring; or any combination of education, training, and/or experience, which demonstrates the ability to perform the duties of this position. TERO Compliance Officer and Indian law experience preferred.
ADDITIONAL REQUIREMENTS:
Required to pass a background check.
Background checks are required for positions that involve regular contact with or control over Community Children in accordance with The Indian Child Protection and Family Violence Prevention Act, 25 U.S.C. Sections 3201 through 3210 and C.F.R. Part 63 and positions that have regular contact with the Elderly.
Required to obtain a Tribal Driving permit.
